Gov. Jay Inslee has a plan to provide free college to 93,000 eligible Washingtonians which he detailed at a UW Tacoma event last week.

The proposal would shift the state’s financial aid system away from the State Need Grant (SNG) to the Washington College Promise (WCP). More than a rebranding, this change would transition Washington from its “chronically underfunded” system to an entitlement program guaranteeing financial aid for all eligible students.

“So it’s pretty simple,” Inslee said. “What used to be a ‘might’ –– that you might get financial assistance –– is going to be turning into a statement by the state of Washington that you will get assistance.” Inslee also participated in a roundtable discussion with college students at last week’s event at UW Tacoma.

Rep. Drew Hansen (D-Bainbridge Island), chairman of the House College and Workforce Development Committee, explained the reason for this shift and why the WCP would be more difficult for the state to underfund.
